To me that means - "raise" = create one for your own records & "issue" = send to supplier. Others may interpret that differently...
Raising duplicate invoices just means more paperwork to keep track of imo. I've already got enough to do

Well to make it worse I have to fill in TWO time sheets from the Client both online (1 is just a noddy assigning time to indiviual project codes which everyone in the organisation does), the other I can print out once approved so I think that will cover things for my own records.
