    In shared accomodation perhaps. But if you're a tenant with a proper front door and your own key, how is the landlord going to get the form. It's address to "the occupier" (and will usually be hand delivered).

    (It's also an offense to fill the form in wrongly, what sort of person does this for no benefit to themselves?)

      If you have numpty tenants they sometimes forward it on to you... (Had ths happen recently....)
