New contract - no work but still on site

I find it's very rare to go onsite and be able to work straight away. Normally there's at least a couple of days of getting set up with passes, laptop, etc. even when they have known for a couple of weeks that you would be starting.

I would just ask them if they have any documentation about the project you can read to help get up to speed.

Just don't complain you have no work to do. We had one guy do that and you can guess what happened when it came to renewal time!

How do you invoice for no work? That's the very definition of a BoS "contractor". Extraordinary. Surely there was a schedule of work attached to the contract, deliverables? If you've chased up what needs to be done and there's a significant delay for whatever reason (obviously, I'm not talking about a day or two of set-up time), by all means don't turn up, and don't invoice for the work not done, in keeping with the lack of MoO that you should have.
