I don't think any city's problems are caused because people are of a certain race. They're caused by divided communities - them and us - gang culture - lack of integration/understanding/tolerance.
Unfortunately those problems are more prevalent where you get a group of people from the same background who are at the bottom end of the social scale in terms of expectations, wealth and education. Where those people are from a different culture and often cannot (and/or do not want to) communicate with the native population, and have different values that conflict with those held by the locals, problems come to a head, and a deep-rooted resentment of the community occurs, which, because the community is non-white, it is easy to brand as racism.
By not allowing people to express their concerns in whatever language they feel comfortable with because the community is not white, that resentment understandably will turn into racism.
No-one accuses anyone of -isms when they complain about white no-go areas.Comment

One thing I don't think you can do is ignore that race can in many cases be inexorably linked to these cultures be they bringing something good or bad. To act on it would be wrong. To carefully point mention it without prejudice shouldn't be. I have managed to pick up bits of urdu from people at school, college and uni though.... And there are negative + positive parts to the asian culture as with any culture.... This is a cultural thing..... Also everybody seems to be wanting independence these days - Scots, Spanish (Basque region), French (in Canada), All those soviet states he broke off from Russia etc....
As somebody pointed out earlier, Democracy is a double edged sword... it brought about Hitler afterall....Comment
