Indeed. Even if the problem isn't an Indian job, it is indeed institutionalised incompetence. Given the number of redundancies I can quite easily imagine that the people who run this stuff are overworked and understaffed and probably not particularly motivated seeing as they know they're next for the chop anyway. In the end, that's due to piss poor management. If any heads are to be chopped, Hester's should be the first. It's a state sponsored scandal and the British diseases of short-termism and greed of the elites rather than institutionalised incompetence IMO, and the blame lies at the feet of Dave 'ICT king' Cameron.
