A lot of this is down to police resources, but also a lack of a sense of accountability. If cyclists were forced to register with the likes of the DVLA and display some sort of registration mark that could be picked up by ANPR cameras, cyclists would start to behave.

Plenty of registered car drivers behave badly though they are registered. Blame police resources if you want, but at the end of the day you need citizens to behave responsibly on their own accord now and again. Without a nanny state. And in this chav nation that is asking alot. The sooner I move to a decent country to better.Comment

Exactly. A country full of tossers will be a country full of tossers however they get to work. I haven't much experience of European cities, but from what little I do have, antisocial behaviour does seem less to non-existent. Is it a British phenomenon?
