Problem is the free bit... there's plenty of great tools out there, erwin being my fav, otherwise visio is prob the best you got ...

If you really want to kill yourself and do this in Visio, you can do what you want by using different layers to hide stuff etc.
You may be able to pick up some more free stuff at http://www.visiocafe.com/ that could save a bit of time.

You could also try this add in from Microsoft that seems to do a lot of what you want dynamically:
