So if we just base it on the following criteria
Everyone gets 1 point for each 5000 posts
If you started in July 2005 then you get a multiplier of x2
If the first letter in your CUK name is M, then multiply x 2
If 12 letters in your CUK name then multiply x 4
Seems quite fair to me.

Give everyone a pot of 100 rep points which they can use. Every time they give positive or negative rep they use some of their pot. If you get given positive rep, you get an extra point added to your pot, if you get negative you lose one.
