Lots of people. Certainly classy is the intention to start with.....how it pans out, well, that depends how successful it is .

Proper food is a good idea, and a proper bar with a barman who won't serve drunken idiots. Cocktails are slow to make so you need a lot of staff, maybe even people going round taking orders?
