Except you're not meant to do it until 27th March, so somebody screwed up the first most basic test that the software had to perform.

You are right. I did not even bother reading through the paperwork, saw that I could do it online and went ahead and did it. Explains why the website was very responsive unlike other sites which just crash under load.
