18->28% on CGT seems a big jump. But it's not a tax I've ever paid, who is affected? CGT applies to profit when you sell your house IIRC, but always or only if you're seen as moving frequently to make money?
I think the budget was fair enough under the circumstances. The reduction in CT is a plus point. The increase in VAT could mean the FRS works in our favour, but I haven't crunched the numbers.

Nope, CGT doesn't apply on your main home.
It applies to things like disposal of shares and other assets. Ordinary folk won't be affected so much as you get a £10k allowance anyway.
