Why is Iran so low? There must be a good reason but I can't see it. I am obviously thick.....

I was reading an article on Iran a while back. The consensus was that people in Iran are so pessimistic over the future that they avoid bringing children into the world. I actually see the UK going this way.

Then explain why they have 3.5 per family in the UK. Could it be the advantages of our benefits system, perhaps ?
