Highly urbanised population, well educated women and a strong female workforce. I know, it doesn’t fit with western prejudices about Iran, but let’s not judge Iranians by their Mullahs. Basically, those three factors play a very big role in determining birth rates. A case in point is the Indian state of Kerala, where birth rates have fallen rapidly after the state government introduced compulsory education for all girls.
