Do they recover peoples chips from the burnt out bins to fit to the new bins, or do the new bins come ready chipped and some flunky at council house has to alter the records to show Mrs. Farnsworth had her binned burned and this is her new chip number, in triplicate of course, and it wasn't Mrs Farnsworth but Johns chip shop next door, so the chip renumbering people require a supervisor to double check their chip id changes to ensure they chipped the right chip shop?Insanity: repeating the same actions, but expecting different results.

Don't they have to put warning stickers on the actual bins?
