The 'economically deprived times' is the point. They are harmless in that they present no threat now, but the danger lies when times change. Hitler, Mussolini, Moseley's followers - I reckon most of those lads in their nice uniforms marching under the banners were pathetic losers before they found their leader to follow. -

If, however, the government beleives in spending a hell of a lot of money on translation services (which it does) instead of putting the responsibility on migrants to learn english; if, becuase political correctness dictates, that migrants should recive preferential treatment in respect of housing, health, etc, then people already born here, and who are trying to compete in the jobs and housing market, will understandably become resentful.
The bottom line is that we are an island nation with a given social and economic infrastruture that can only support so many people. If the population increases beyond that which the infrastructure can maintain, and the resources available become skewed towards those who have paid little or nothing into the welfare state and who can't be bothered to learn english and intergrate, you will get exactly what the Beeb article is alluding to.
Economic migration is a fact of life in a global village. The question has to be how you manage that migration to the recources you have to provide for legitimate migrants. This question is one which the Blair government has consistently and persistently buried its head on for fear of being handed the old Tory tag of being the 'Nasty Party'
