    Managing Github repos

I have a public repo in Github that I want to allow certain people (the team) to make changes to without restriction, but I want anyone else (joe public) to be able to offer changes which would then be reviewed by the team as to whether or not the changes get accepted.

Can anyone run me though what settings I need to configure for this setup?

I want my account deleted and all of my information removed, I want to invoke my right to be forgotten.

For free? Sets a dangerous precedent doing anything for free.
