RTI via Basic PAYE tools - 'initialising submission'

I've had this problem. The work around suggested by HMRC was to try it on a different computer, which I have done and successfully made a FPS. The version number for the Basic PAYE tools is the same on both computers. Both run Windows XP. I assume there is some software or setting that is...
