If you wanted to create a hot month, my plan would be to take data corrupted by Urban Heat Island, homogenise it with the rural measurements to heat them up, then take the hot results to infill the thousand of kilometers that have no measurements at all, probably a third of the globe.
Then I would hope to hell that nobody compares that to the actual base readings that were taken. Because if they did not tally up, that would prove that these records are being tampered with by crooks, charletans and con men.(\__/)
