No it is not dead. As you suggest, HMRC seem to be ramping back the number of new investigations.

what about existing cases under IR35 investigation ?

I'm guessing they will continue with these. Anyone with the PCG insurance is very likely to win their case, so HMRC might be cutting their losses on those.

I've mentioned the PCG in two threads now, which I'm told has upset them. So if I "disappear" you know who is responsible.
