If you live in a town or city you probably won't be able to kill them. Try it, and you'll get arrested. If you live in a village out in the sticks nobody will trouble you if you dispatch a fox with your (legally held) shotgun. The problem with them townies taking potshots is that you can't guarantee that the animal will be killed humanely. You also can't guarantee that the fox killed by a shotgun-wielding farmer will be killed humanely either. Old-fashioned fox-hunting, on the other hand, gives a much greater degree of certainty, simply because that is what the hunts specialise in.
I realise that I sound like an apologist for hunting with hounds but I really do wonder whether things have improved since hunting with dogs was made illegal.
I've never ridden with a hunt, btw.

If you live in the sticks and are used to shooting animals then the animal should be shot cleanly. As someone who lived in an area where hunts only happened once a year, foxes were shot regularly as they posed a hazard to livestock especially around calving and lambing season.
The problems seems to be with foxes in urban areas. Around London the problem seems to be exacerbated by people feeding them as they think they are "cute".

Yeah and leaving food out for foxes helps feed the local rodent population as well.
There are enough rats and tree rats who eat from rubbish bins and discarded takeaways without additional food left out from them.
I think you need to find your neighbour whose feeding them and push some rats through their letterbox.
