On the face of it this is a very stupid directive that should have never been done in the first place...

It either does not mean what papers say (I have not read it in full so can't comment), or it won't be enforced or it will be pulled at the last moment.

That really says it all, don't understand the subject but have an opinion which you are quite willing to strongly back but never describe how you came to that opinion.
