That is the lending criteria for BTL, normally that the rent covers 125% of the interest payment on the amount lent.
So when this was true they lent the money. Now the market has the properties and owners are in negative equity. The rent is still covering the criteria in most cases(if you can rent it).

I was working in a building society in Dublin when the madness was going on. One of the girls on the UAT team was doing a 'Nial' BTL where the rental income did not cover interest. I asked her why she was paying £500.00 a month for someone to live in her apartment.
Her reason was the apartment was going to increase in value by £50K she was going to spend £6K and make £44K profit. She wouldn't listen to anything else.
