I've got 26 from 2. Don't know if all reps are worth the same - maybe if someone reputable upright citizen rates you it counts for more than some disreputable character.
I don't know why it doesn't show reputation on the profile page; it seems like a sensible place to show it, so I'll add it in.
Assuming the settings are at their defaults, all registered users start with ten points. Your "reputation-altering power" (i.e. the number of points your vote adds or subtracts) is increased by length of time as a registered user, post count, and your own reputation.
If your reputation drops below a certain level, your votes are ignored.
