Wilmsy - try this

hire a bloke who has a similar build to the neighbour (many on here would volunteer)
buy him a similar looking coat, then get him to beat you to a pulp at night in full view of the camera.

when you get out of intensive care take the tape around to the asbo neighbour and threaten him with the law if he doesnt buck up.

If the tape is a bit grainy , you might have to do it again
