If the call-centre was in India (which I believe is implied in wc2's post) then he wouldn't be paying UK taxes, he would just be taking another UK job.

I reckon it's basically bribery, to buy goodwill and business opportunities from the Indian government and corporations (not a bad thing for the UK I suppose), and maybe get a few more votes in ethnic constituencies in the UK.
