Seriously, it's always easy for people without responsibility to trot out the ways that they could have done things better, doubt many would if they were actually in charge. Not without that magic money tree anyway. There's no such thing as just money, anything we spend to deal with possible problems is money that can't be spent on other things.

It's a question whether a person got short or long term view. Anybody with long term view would invest into preparing for unlikely but inevitable deadly event like pandemic.
