Isn't that default Windows behaviour? If something doesn't work, jusr delete it. It will come back.

Well, not sure about that - I had this condition once and it was extremely annoying because I do sometimes use Russian layout, so having 3rd American was pissing me off greatly: every time I would delete it after boot, it will get added next time, really annoying stuff - disappeared after complete reinstall.
