    I read this article elsewhere yesterday and the "multi-million pound" claim in the headline and first paragraph turned out to be £2 million once you got into the details.

      Maybe it's more complicated than is being presented. According to the DT:

      A DWP spokesman said: "This government does not pay benefits to someone in another country when they would not have been eligible for them in the UK. We are working with our counterparts across Europe on this issue.”
      That certainly sounds reasonable.
