It's a different skill from programme management and takes quite a while to do right. Programme planners work fairly closely with the PM's (debug their plans and act as a sounding board) and the Programme Manager, set templates for project plans, level resources across the programme, produce various reports to support the Programme Manager and senior management, it's pretty damn handy to have a good programme planner around.
Obviously a good programme manager can do programme planning, but having someone available to take that chore on allows more time for decision making and managing the actual programme and stakeholders rather than chasing Gantt charts round.Comment

As you say above, they need to be someone who can implement a programme view and identify multiple critical paths.
TAV, much as I hate this line, does he have finance experience? This involves FSA regulation which it would be useful to have experience of.Practically perfect in every way....there's a time and (more importantly) a place for malarkey.
