This DV application stuff sounds like a load of pants for a contractor to go through. I wouldn't bother, but then I don't do F2F interviews either. Get everything sorted by phone.

The application process takes anything between 6 weeks to 1 year. So it wouldn't be worth it unless you are looking at a contract that lasts for more than 1 year, or if you are prepared to wait a year before you start working there.
