My client in Germany now insists, for data security reasons, that all workers (employees or contractors) complete a form to notify HR of every time they are going to be outside Germany.

If it's for data security reasons then the client may want to know if you take company data out of Germany. Yep for data security it should not be an IR35 thing, it's the same as saying you can't take a gun into work or browse porn sites all day long via their network - not that I do either, although I do have a few fresh grouse if anybodys interested ?
