Self-employment for EU nationals

Hi, I am a Romanian working in UK using a company that caused me lots of troubles and I want to become self-employed. I don't have any work permit and I believe I don't need one for becoming self-employed. I also don't have a NIN. I found lots of information on Home Office, HMRC, UK Border etc...
