Expat contractor, where am I resident? Is Malta any good?

Well As far as I know I am classified as "Partial non-resident status" which is about as vague as the dutch can get! What it means they consider me a resident for income tax but as a non resident for other monies. I have a local dutch tax person looking into this. Thanks to the replies so far...
