I believe it's because the benefit in kind is based on the list price of the car when it was new. Both, as the tax is a percentage of the price. But they have stopped putting the tax rate up for the past couple of years, so the main driver now is the price. They have to be careful now, it seems to me that they found where inelasticity of demand for petrol/diesel stops, as volumes had started to fall with the increases over the last couple of years.

I had that shock last weekend. I was starting to wonder whether the pump was faulty and not cutting off, half expecting diesel to come spilling all over me, when the cost just kept going up.
