Did agent 1 forward your cv to the client? If so I would say no.
Firstly they've already had a look at you and have decided they don't like you so you'll be wasting your time and secondly it is just unprofessional having your cv turning up at the same client from multiple agents. Makes you look a real fly by night character.
If agent 1 hasn't already sent your cv then I'd go for it if I were you.

I just let all the agents submit me, the big clients have an automated system that rejects duplicated submissions, and it annoys agents an added bonus. Even if the clients sees you being submitted a few times it looks good as you have been hand picked by multiple agents and I have been told this by a few managers. If the agents start complaining you just pick the one that emailed you first with an role id.

I think the only option is to tell Agent 2 to submit you ONLY if they find out you have not been previously submitted.
That way you try to avoid hassle by just blindly submitting for a 2nd time.

call agent 1, ask them not to submit you. If they say 'shoot, too late' , tell them to carry on as you dont want to let them down.
If they say 'ok', they were never going to submit you anyway, so go with agent 2

I've just been approached by another agent for what seems to be the same role.
Send CV to 2nd agent? Or hassle 1st agent again?
As far as I see until the contract is presented its fair game but it could also lead to an "I found him 1st" situation.. hmmm
But it is an instinctive thing.
