    On reading the article it appears a New Lie edukashun minister has "promised" a zero tolerance "approach".

    The correct interpretation to take is: "We ain't goin to do nufin, so there." said with a supercilious smile, "but I got a sound bite in the paper which'll get me a brownie point".
