    Place a sign on the toilet door.

    Due to the inconsiderate usage of these toilet facilities. (Urination on the floor and toilet seats)
    These facilities are now being monitored. the person or persons found responsible for this antisocial behavior, will have their duties extended to include toilet cleaning duties, three times daily.

    It worked

    If they are hitting the toilet/bowl seat they will probably be getting some splashback. Urine shows up under ultraviolet light, so you can scan them all for urine. (Just tell them you are taking the piss).

    I recommend the sink. Every house has one and you don't need to bother with the expence of a downstairs loo.
