Savvy clients who know what they want would do that, and Joanne might like to do that the second time she has a requirement.
But if it's her 1st time then she'll need someone who knows the ropes, and I recommend Dodgy Agent for that kind of thing (provided she has a need for the senior type of people he specialises in).

I'm surprised by the number of suggestions that Joanne use Recruitment Agencies.
Surely we all know that they only get in the way, blur the requirements, and charge a huge percentage.
Much easier to hire contractors directly without getting the barrow boys involved.
There are a number of recruitment agents who regularly post here. You could private message (PM) them with your requirements and ask them to tender for the work.
