Over the past 10 years since I've been watching the job boards there has been about the same number of contracts with 'little' rises and dips, so what you are seeing in now is how it will be for years to come. In my experience something always eventually come along, unless you sh 1ite.

Are people hearing of companies about to increase IT spend? New projects about to begin? Plans to take people on?
I am seeing the Public Sector cut right back with what little roles wanting 5 people in one person. I am hearing that the banks in the city are starting lots of big projects but apart from them I am hearing little of others doing similar.

Any recovery is always slower outside the London centric region.
I've found I've received far more phone calls since Christmas - what I'm seeing is that the nature of roles are changing. Java/J2EE developer, having worked backend stuff for the overwhelming majority. Those skills seem to be needed, but roles advertised are more webby front end focused.
Whereas before, the delineation was present ( ie roles would be backend or frontend exclusively for the most part ), not it seems end clients want both.
So whilst roles are becoming available, it seems the skills required are generally increasing for those roles. And where previously you may be able to get roles lacking a skill when you have the bulk of the skills required, end clients are now able to be more choosy in terms of requiring all.
