    Also Tier-2 hasn't counted towards ILR for a good while now (3-ish years if I'm not mistaken).
    It is, because it's not the end client who allocates CoS and sponsors the worker, and they don't relaay work like that, the flow goes something like this;

    1. Applicant secures contract without telling agent that he needs sponsorship.

    2. Applicant assigns contract to dodgybrollyco who charge applicant for visa as they are on the list of sponsors, and cream off a huge percentage of the rate too.

    3. Applicant continues - goal to get ILR.

    Of course, sooner or later dodgybrollyco is caught and stripped of sponsors licence, leaving applicant in limbo, or continues for 5 years, applies for ILR, UKVI contact dodgybrollyco, see it's dodgy, remove it's sponsors licence, deny ILR for applicant for deception and issue 10 year ban.

    Proper consulting companies are ok, since they are the licenced sponsors.

    Plus it knobbles any chance of ILR and counts it as deception which equals no more visas.
