Original papers have to be checked in person by agency

What is this nonsense? I always used post office verification and that was good enough to get my mortgage, get security cleared and get most of my contracts.

They now want me to travel 120 miles so they can see my passport and an original utility bill, which will take 2 seconds for them (How can a printed (by myself) utility bill, which I downloaded from my account be more original than an emailed one ????)
I suggested the post office verification or I will show my papers on day 1, minute 1 at the client side, but they say they can't accept that

Why can't they come to you?

Clearly they've been caught out by someone committing fraud.

However it appears they are too thick to agree verified papers from a solicitor, justice of the peace, doctor etc who would be in trouble if they faked it.

Or they aren't fully understanding what they have to do and are being a bit kneejerk about it. That said some sites state best practice about verification is face to face.

Look on the bright side. Probably won't have to do it after Brexit

Will they pick up the cost of the return journey?

As has been said before, and routinely ignored, a passport is proof of sod all unless it is the original being held by its owner in the presence of a witness. The agency is actually following the law on this.

Where they are wrong in not having a viable practial alternative such as a solicitor's stamped confirmation that they've seen you holding said passport.

Yep. I'm just pointing out how stupidly rigid they can be.
