Correct. and he is talking about a bunch of pumps that were brought in to deal with a crisis.
A crisis that was mostly caused by EA mismanagement.

If the EA new what they were doing, the met office knew what they were doing and the climate scientists knew what they were doing
why werent these magnificent pumps put in place beforehand ?

I doubt it.
I am a conservationist, I love the idea of maintaining natural habitat, and I dont leave litter or sh1t on my doorstep. my garden is a butterfly sanctuary.
But I am not an eco fascist. I would hate it if my garden hurt my neighbour.

Letting the levels flood is at the border of those two points of view. I think they have screwed up, I think the eco-nutters (+WWF) have had too much of a say, and the people not enough.

If you look at the actual Met Office forecast for Dec-Feb, rather than the spin from Nigel Lawson's shadowy 'Global Warming Policy Forum':-

The Met Office said that

Confidence in the forecast for precipitation across the UK over the next three months is relatively low. For the December-January-February period as a whole there is a slight signal for below-average precipitation. The probability that UK precipitation for December-January-February will fall into the driest of our five categories is around 25% and the probability that it will fall into the wettest category is around 15% (the 1981-2010 probability for each of these categories is 20%).

They also say that the 3 month forecasts are a 'Watching brief only, not used to inform immediate action or for committing resources.'.

So they were giving a 'dry winter' a small (10%) greater likelihood than a wet winter, with low confidence. If anyone made plans based on that. more fool them.
