    Not a valid EU expense Will be interesting to see how this one plays out...

    It does make sense that if you make an agreement that has nothing to do with the EU as a whole, then why should EU funds (effectively 'taxpayers' money of all 27 members) be used to pay for enforcing it ?
    The alternative would be to use new money from those agreed, to shore up 'new' institutions.

    According to the Prime Minister the inter-governmental agreement between the 23 members is out of the EU treaties and therefore the powers of the institutions of the European Union cannot be used to enforce the Euro plus agreement. But again, not surprisingly, the EU power grabber in chief, Jose Manuel Barroso has said his lawyers believe the European Union institutions can play a role and enforce the agreement.
