He was appointed by the elected president, which is what presidents are meant to do when the democractically elected government fails. A similar thing happened in Greece.

Even in Britain nothing constritutionally will prevent a a prime minister or cabinet minister being appointed who isn't an MP. The point is though only MP's can vote through laws. That's the same in Italy, although the Italian ministers aren't elected, all their laws have to be voted by Italian elected representatives. Gerhardt Schroeder appointed a non-elected minister to his cabinet. Nothing unusual about this at all. Parliament still has to vote the stuff through.

Those countries has a choice. Accept the men from Brussels and lose the money. They made the wrong choice. The longer they delay the inevitable the worse it will be.
