    A tax by any other name

    So the big stinky evil sons of satan from America wont pay the congestion charge because they consider it a tax...well...seems everyone else KNOWS its a tax except for the council.

    According to the council its not a tax BUT a payment for service, just what this service is hasnt quite been made clear yet?

    Hope those evil sons of dawgs dont pay up and make Ken a bit more excitable!

      No, because that clearly isn't a tax.

      Sweden has just introduced a CC in Stockholm. Their legislation explicitly states that it is a tax so their diplomats don't have to pay it.

        OK, but if they had a barrier on entry to London and you had to take a ticket or put in your Visa card, just like a car park, would they insist on having the barrier opened for free?

          No because in this instance you are providing a service (the space to put your car).

          The CC was ostensibly to pay for improvements in public transport through increased subsidies from the assembly - although like most socialist ideas it seems to be pay now - jam tomorrow

          (and I still hate the bendy-buses contrary to the poll published a few days ago)

            Pardon me for being stupid, but does that mean that if you pay at a barrier it's a payment for a service, but if you're asked to pay of your own accord for the same thing or face a penalty, it's a tax?

                    I am with the US Embassy on this one - CC charge is certainly a tax - US embassy does not really have a choice as they have been located in the center of London for longer than Ken was mayor.

                    One question I have though is this - do they pay BBC tax, road tax etc?
