    Around some corners speed should be 20 mph or maybe even less, but is a lot safer to slow down from 40 mph to 20 mph: you don't get this problem on motorways as bends there not that sharp and visibility is good, but on country roads having 60 mph limit is a crazy thing especially given that some people exceed even that.

          driving safely includes limiting your speed, unless you honestly believe that it is possible to drive safely at absolutely any speed.

              Oh don't be silly please! You are doing the Straw Man Argument so common on here (destroying an argument that I never made).

              Speed is one of the most important factors in safety, possibly the most important (I think I did say that). I just want to draw attention to the idea that it is only a means to the real end.

                  I like the 'prat line' idea. There aren't any traffic rules as such, just simple regulations like 'keep it on the black-top', along with a telephone line one can call and vent off on anyone else who drives badly, i.e. "XY12 34ZA drives like a prat". If the authorities get a large number of calls for a particular driver they go round and recommend training, and maybe take some of the callers at random to act as witnesses to have licenses revoked for some period.

                  That handles those with poor driving habits. Additionally have trees planted around blind bends, at the bottom of run-offs, etc.. to act as a Darwinian style filter on the criminally incompetent driver.
                  Insanity: repeating the same actions, but expecting different results.
