Due to Brexit and therefore the withdrawal from the Dover agreement, there's no obligation on the French to accept these migrants back. They can simply and legally refuse to allow them to disembark.
Because we left the EU and the Dublin agreement - and having migrants living on the streets and possibly dying of exposure isn't good optics. Even for Tory governments.

Currently the number of migrants is at 2023 levels, but below 2022, when at the same date, there were 2500 more.Comment
