And the right wing doesn't? The point of that meme, regardless of who created it, is to show that the Tory party do tend to create diversions when things are going well for them. If you do a bit of research you will find that they'll highlight some policy or other, get the press and public frothing about it and then pass a number of laws/policies under the covers...
