I block those people/organisations I don't want following me.

Except that you've got a public Twitter profile, meaning that the "blocked" follower simply logs out of Twitter and can now see your entire timeline as an anonymous user.

Unless they're using one of the many third-party apps/sites that will consume your public Twitter feed as an anonymous user and that app will notify them every time you tweet.
