New CL1 contract failed IR35 review on the following

How can a reviewer fail the contract on a particular clause, but not bother to tell you why it's a fail?!
My qdos review had explanations for even the minor suggested tweaks which weren't show-stoppers.

I've just been approached for a role with the DWP and I've asked for a sample contract.

I've been sent a 'CL1 standard contract.pdf' as having not worked in the PS in a contract role, I have heard of concerns which are well documented here.

The contract contains the same clauses as highlighted by the OP but also does contain a right of substitution. Should things go ahead, I will get the contract reviewed and whilst the rate is excellent, I am wondering if it's worth the hassle?

I've looked through the public sector thread but as it's so many pages, I've not read all the detail - can someone enlighten me with respect to PS contracts - is everyone being asked to 'prove' why they are outside IR35 (if they think they are)?
